The Directorate General of Foreign Trade (DGFT) on August 05, 2026, notified regarding the Operationalisation of the Inventory-based Cross-border E-Commerce Facilitation Framework under the Handbook of Procedures, 2023.
The Director General of Foreign Trade (DGFT) has introduced detailed procedures to operationalise the Inventory-Based Cross-Border E-Commerce Facilitation Framework under the Foreign Trade Policy, 2023. A new Aayaat Niryaat Form (ANF-9A) has been notified for registration of Exporters-on-Record (EOR), effective immediately. The framework lays down comprehensive rules for registration, inventory management, compliance, and operational responsibilities of EORs, including maintaining digital records, ensuring product compliance with destination country regulations, and timely disbursal of export benefits to sellers.
The framework also strengthens transparency and accountability by mandating seller visibility, digital tracking of exports, and clear disclosure of product origin. It provides structured guidelines for reverse logistics, handling of returns, and dispute resolution through DGFT authorities. Additionally, EORs must obtain annual compliance certification and maintain records for five years. Overall, the initiative aims to streamline e-commerce exports, enhance regulatory oversight, and facilitate ease of doing business in cross-border trade.
